The Federal Acquisition Certification in Contracting (FAC-C) Program is for Federal acquisition workforce members performing contracting and procurement activities and functions.  The January 20, 2006 Office of Management and Budget (OMB) Memorandum External link to a government website established requirements for the program.  The May 7, 2014 OMB Memorandum External link to a government website, which became effective October 1, 2014, contained subsequent revisions to the standards.

The Federal Acquisition Institute (FAI) governs the program.  FAC-C requirements are located on the FAI Certification and Career Development External link to a government website website.  Per OFPP Policy Letter 05-01 External link to a government website, the CAO (or designee) is required to appoint a Departmental Acquisition Career Manager (ACM). Agency ACMs External link to a government website are required to communicate information to the acquisition workforce that impacts changes in Federal Acquisition Certification (FAC) requirements, congressional policies, and training and development opportunities. To learn more about VA’s ACM, please visit the Acquisition Human Capital Management Services (AHCMS) website (vaww.va.gov/oal/aps/ahcms/index.asp).
